Your business
Your annual turnover decides which rules apply. These thresholds are from the Generic Codes — if your industry has its own sector code (e.g. construction, tourism, ICT, financial services, property, transport), its thresholds and targets may differ.
Voting rights and economic interest held by black people.

"Black people" means African, Coloured and Indian South Africans as defined in the B-BBEE Act.
How this estimate works
Method & sources
Points and targets come from the Amended B-BBEE Codes of Good Practice (Generic Scorecard, Gazette 36928 of 11 October 2013, in force from 1 May 2015) and the QSE Scorecard (Statement 600, Gazette 38766 of 6 May 2015).
| Element | Generic points | QSE points |
|---|---|---|
| Ownership (priority) | 25 | 25 |
| Management control | 19 | 15 |
| Skills development (priority) | 20 | 25 |
| Enterprise & supplier development (priority) | 40 | 30 |
| Socio-economic development | 5 | 5 |
| Points | Level | Procurement recognition |
|---|---|---|
| 100+ | Level 1 | 135% |
| 95 – 99 | Level 2 | 125% |
| 90 – 94 | Level 3 | 110% |
| 80 – 89 | Level 4 | 100% |
| 75 – 79 | Level 5 | 80% |
| 70 – 74 | Level 6 | 60% |

| 40 – 54 | Level 8 | 10% |
| Below 40 | Non-compliant | 0% |
- EMEs (turnover up to R10m) are automatically Level 4, Level 2 if at least 51% black-owned, and Level 1 if 100% black-owned. QSEs that are at least 51% black-owned get the same Level 2 / Level 1 recognition by sworn affidavit. Making a false affidavit is a criminal offence.
- Priority elements: missing the 40% sub-minimum on ownership (net value), skills development, or any part of enterprise & supplier development drops your level by one. Large enterprises must meet all three; QSEs must meet ownership plus either skills development or enterprise & supplier development.
- Simplifications: net value is approximated from your black ownership share, assuming shares are fully paid and unencumbered; management levels are grouped; bonus points are excluded. Real results can be higher or lower.
- The dtic published a draft QSE Code Series 600 of 2026 for public comment. Until it is finalised, the 2015 QSE scorecard applies.
